Top Sailor presents sailing and motorboat simulation centered on learning how wind and boat handling affect performance. Players adjust sail trim to use wind energy, observe apparent-wind and telltale indicators, and practice key maneuvers including sailing upwind and downwind, tacking, and gybing. The simulation also highlights conditions that can lead to capsizing, while islands, shoals, and other hazardous areas add navigational concerns.

Players can test their skills in yacht races against six AI sailors with different experience levels. Weather can be adjusted by changing wind strength, direction, and variation, and a built-in track generator provides an ongoing supply of race courses. Several locations are available to explore, alongside features for estimating comparative sailing skill and reviewing recorded races through replay. The game supports both sailboat and motorboat simulation, and includes a 3D stereo display option for anaglyph glasses.
